Note: Application and War Ration Book from diffrent persons (Penn and Md states) 
History of the item and how they where used:
Initially used to ration sugar and expanded to cover coffee and shoes.
Each stamp was worth 1 lb sugar and had to be used during a specific time fram.
Stamps 1-16 Sugar
Stamp 17 Shoes
Stamp 18 Second pair June 16 -Oct 1943
Stamps #19-28 - Coffee stamps for 1lb coffee for five weeks.
The stamps left on this item are for the 1 lb coffee.
